Call for papers for the National Seminar on ‘Urgent Issues in Displacement,
Resettlement and Rehabilitation’
The Resettlement and Rehabilitation (R & R) Project of Indira Gandhi National Open University (IGNOU), with technical and financial assistance from The World Bank, is organizing a two-day national seminar on 6 and 7 of February 2003 on ‘Urgent Issues in Displacement, Resettlement and Rehabilitation’.
The purpose of the seminar is to prepare a theoretical background to field research-based case studies of current issues and concerns in resettlement and rehabilitation of those displaced by development projects. The proceedings of the seminar on the following themes will provide an in-depth understanding of problems and their causes and consequences, which appear as major blocks in the path of integrated development of society in our country.
You may like to know that in association with the World Bank, IGNOU launched in July 2001 a certificate programme of study in Participatory Management of Displacement, Resettlement and Rehabilitation. The six-month programme is available in both online and offline modes of delivery to bachelor’s degree holders. For more information on the program visit our website http://www.rronline.org
Themes
The seminar will broadly include the following themes, with gender issues addressed in all the sectors.
Displacement, Resettlement and Rehabilitation in
- Water Resources Sector, entailing multi purpose projects with multiple benefits but poor performance in resettlement and rehabilitation, including undercounting displacement, reliance on cash compensation only, lack of participation of affected people in planning their resettlement and rehabilitation
- Urban Development Projects, basically involving relocation of either dwelling or businesses
- Industrial Projects, including mining and thermal power projects, mostly coming up in rural areas and depriving people of their housing or economic living or both
- Infrastructure Projects, essentially transport, including highways and railways, as a thrust area of the government and likely to continue to be so in the near future
The last date for receiving abstracts of the papers is 31st October 2002.
